I am with Lance, most likely a hydraulic blocked plugged at the rear valley. I had one that way that was plugged with longer plugs, but can’t recall the specific date.

I think you are off a year on your S scratch 428 block dates. They were supposedly built late 66 and into early 67 calendar year.

Here is a 6M S scratch that was recently advertised on eBay.

Charlie,
I ordered Dutchman 35 spline axles for my 63 a few years ago. They have a form to fill out best I remember. My notes show SR178 axles with 27.875” LH axle and 32.25” RH axle (stock dimensions). There are a few other options such as which studs and spline to meet your requirements.

I’m not surprised, because I think the first 427 block drilled for hydraulic lifters was the C8 blocks in mid 67.

I’m guessing we can assume a road racer is buying quality toploader parts, like from David Kee, and not inferior parts. Like everything nowadays there are cheaper knockoffs.

The two ratios are 19:1 (5 turns) and quick ratio 16:1 (4 turns). Assuming this isn’t a 68 CJ, then the 4 turn box is for power steering. CJ cars got the quick ratio box whether manual or power steering.
