The Victor comes cast with a rather small port opening as is - and the 4150 flange EFI one is still available.
Asfor port bungs on a dual plane - the media folks seem to have convinced folks that a dual plane can't be used that way. As far as I know, only one guy has run a dual plane with port EFI on an FE (I imagine there have to be others...). I cant imagine who that guy could be, but his dual plane, 4500 flange, port EFI engine made over 700HP at 7400 RPM, with 433 inches on 11:1 compression....
