As far as your tank discussion, I haven't seen a second surge tank used on anything but EFI cars.
In that case they run a low pressure pump to feed an accumulator tank, then a high pressure pump to the engine.
That allows a sump/reservoir later in the system, so that during launch and cornering a pump in the stock tank that comes uncovered doesn't run the engine dry.
I personally would rather sump the tank or add baffles and sink a pump in the tank itself, but some guys don't want to, or cant cut a stock tank.
