Actually, when Ford first offered the FE (as a 332 & 352 in '58) they all came with solid lifters. They weren't 'mushroom' style as was seen in the Y-blocks, but solids, nonetheless. Shortly after the introduction, a running switch was made. After that, solid lifters were a 'performance' thing.
My '64 PI engine came from the factory with solid lifters, but the fore-'n'-aft lifter galleries were rifle-drilled. But the 'tower' in the back of the valley was untouched. I had it drilled and then two sets of screw-in plugs inserted so that the solid roller lifters I put in would get more than splash-oiling. I grooved the bottom part of the lifter bores to provide pressure oil to the rollers. Comp makes a tool to do the work.
