Yes they are solid, I guess the easy way to tell is the surface will be very smooth and shiny and the ends are black. I usually grab one from the tool and die dept at work that I know is long enough then trim to fit. Remember you want it long enough to protrude in to the fuel pump eccentric but not so long that the washer contacts it. That same washer (at least .1 thick) should be large enough in diameter to partially cover the dowel pin hole if it should ever want to come out.
