That memo appears to be for building the initial 428 CJ Mustangs, I don't see anything about building 427 Mustangs?

That is the PO for the 50 "135" cars. The "W" code cars were planned but NONE were ever made. Yes the "X" garage tested the combination and got all of the suspension specifications sorted. All of that HAS to be done first so it makes sense they referred to it that way.

I am pretty sure that they were referring to the new Super Competition Handling Package (hence the "S"?) that was standard on the '68 GTE Cougars.  The GT-E Cougars started production in December of 1967 so these new suspension parts would have been available for installation on the 135 series Mustangs which were also built in December.  https://gte.mercurycougarregistry.com/gt-e-option-package/

Look at the date of the letter. Might be an earlier 427 car. Besides Cougar suspension stuff is not the same.

1968 Cougar and 1968 Mustang front suspensions parts are without a doubt the exact same parts.  Regarding the letter date Ford had given the go-ahead for the GT-E Cougar WAY earlier and they were close to producing cars on 12/1/67.  So the "production 427" reference does not suprise me at all.  What other 1968 model year "production 427" car do you think that they were referring to?

Aren't the strut rods like a 67 with a rubber bushing near the control arm?

Only '67 Cougars used the unique strut rods, in '68 Cougars used the same strut rods as the Mustang.
