Not sure what kind of car that is, sort of Fairmontish roofline but not the grille and hood. Some European Granada maybe?
 The intercooler looks fairly useless and if it isn't on alky it should be. If the 700 cubic inch lettering on the scoop is legit that must be a heck of a ride.

I've seen similar builds without the turbos, and yes, it really is 700 ci.

Its an 80s European Granada.And yes its in Norway  I remember that car from
some magazine a long time ago
