Has anyone milled 0.100 off the 63-64 bumper pistons and used a 428 crank i think i read about this years ago

Yep, old-school cheap stroker. I would do some careful measuring before cutting, gives you the chance to squeeze the quench. Don't forget the valve notches- and do some measuring there too
