Do I need to restrict the oil to the rockers on my new Trick Flow heads?  The passage looks noticeably smaller

Yes, and how much depends on the rockers and application.

I tap the existing hole for a 12-24 plug or restrictor.  For most applications, a .080” hole in a 12-24 set screw will work......if you are oiling through the heads.

From what I gather it will depend on component selection for the rest of the valve train. What are the other components such as lifters, pushrods, oil pump etc.... In any event it seems ideal to drive the oil pump while monitoring pressure and verify a decent amount of oil is getting to the rockers. Brent Lykins has a youtube channel that explains the test well.
