And for external balance.
The counterweight appears to be removable, so perhaps it could be neutral balanced...

And on that subject, I can't remember which configurations were externally balanced. 428? (Time flies and the memory fades)

If it's removable, you should be in good shape. 

410/428 were externally balanced.

      Do note: that with 'just' the removal of the additional bolt-in counter weight, this may not (very likely won't!) actually make the flywheel "neutral"; though likely provides that it could be more easily made such.   ;)

In manufacturing, the FW would pretty much, have to be made neutral, to know how much weight to bolt on and how far from center, that would include bolt holes and bolts.

     Now, just for thought: what about the empty threaded holes provided for in the retention of the counter-weight when it's removed?   ;)

Note the additional single hole, 180° from the weight and further out on the diameter.

I grabbed one, looks a lot like the McLeod bolt on weight design that allows both internal or factory external.  I'll spin it on the next build, I will a Fidanza alum and a Ford Racing that need true zer, won't take but a few minutes minute to bolt this one on

That being said, I wouldn't worry about using it in either configuration.  Correct it when you balance the engine, or match balance it to what you pulled off, easy-breezy
