Sorry, not buying it nor do the experts at Hilborn. I've also 'seen', driven and tuned true drag race, constant flow Hilborn (and Enderle) F.I. systems and they are a blubbery mess for any form of street driving. They are a light switch as noted by many others (see old Forum posts on Page 1) who also have tried it. Perhaps your guy used a Lucas/Bosch meter (rather than true Hilborn system that uses a bypass, pill holder, constant flow fuel pump, etc.) but in any case, a real constant flow F.I. is a mess for street/highway driving. They are o.k. for trailer queens!
Heck, even Hilborn officially says no and here's their own website quote to boot:
