While the rod bolt thing isn't the norm,the appearance of the inserts is fairly consistent with normal wear and tear.

I have had a few of the later 428 service blocks over the years.  The latest dated one that I owned was cast April 9th 1974.  I have seen some others that were cast in mid-May though.  It is my understanding that the DIF plant shut down in late spring of '74.  I have heard that Ford produced a big run of 427 and 428 service blocks prior to the DIF closing to meet future service needs.
