I recently had to find a cam with similar requirements, Idle at 400, max RPM 4000, max torque at 2000! That poor little engine has to take WOT at 2000 forever. Most of the cam guys thought I was nuts, but Oregon Cams "got it" and provided me with a custom grind that is just the thing. The factory cam is a little bit wimpy, and designed to protect the engine against any sort of driver, including rental trucks driven by inner-city youth. It was real lazy with max torque about 1600.
(There is/was a factory bushing to convert that block to an FE type dist. C4TZ-12367-A maybe? There is an aftermarket version in bronze also.)
In my collection of oddities, I have an "interesting" oil pump drive shaft from a 391 that perhaps ran an FE dist without that bushing, it was flexing enough to hit the front throw on crankshaft! That 5/16 hex is worn to 1/4" round in the center! lol
