By some of the responses I'll have to refrain from getting to negative until I talk to the guy who did what he did. The block needs to be fully machined yet as it is getting cross-bolt caps, squared up, and bored and honed. I pulled this project from a shop that when I last talked to them they told me they weren't quite sure how they were going to do the caps. That's when I quickly decided to take it someplace else. A lot of the parts had been purchased already and I had to go pick all this stuff up. I didn't notice those grooves till a couple days later. It's not a 390 block, I was lucky to find a 428 C scratch late date code for a reasonable price, and am glad I don't have to look for one of those again. Not needed is a lot better than shouldn't have been done! Those are 3/4 groove bearings that are going to be used
