If I found a good old block, had it tested and machined or bought one from Craft, Barry or other and had them do the same, or bought a new block from BBM, Pond, Genesis,/Side Oiler Garage, would there be a note worthy difference of total cost ?

Block machining cost is the machining cost new block or old block. So for me total cost its just the price of the block is the difference.
