I'd only heard rumors about it, but I got my first sale under eBay's new Global program. My auctions under ebays section state: "Shipping:

Will ship to United States."  but that is now useless to all sellers. I had offered Free-Shipping

Seller ships to:
Erlanger KY 41025
the buyer handles from there to in my case the UK.
Problems abound because the charges for shipping and destinations shown actually change before your eyes as you click to print the labels.  What usually takes five minutes to get a shipping label took me over two hours after contacting ebay (Philippines ahh-so support). IE would not print had to use Firefox. Even to the point of I selected my usual carrier FedEx/saw price of shipping but when it printed it turned into USPS showing a three times greater cost which I presume is the buyers shipping cost. God only knows how ebay handles duties/tarrifs etc.. eBay has assured me my account would be billed the lower shipping figure.
Blasted ebay is the 6000# gorilla of sales. I doubt I could have sold the item elsewhere for such silly money but obviously they did not keep it simple and there was not format to step through.

Good for them.
I kind of feel slighted when then say they will not ship to Canada.
Well we should stop shipping oil to the US and see how that works for you guys. lol

Evil bay is a scam anyhow, I have been ripped off enough in my life to give pay pal anything. They protect the scammers and screw the customer. Then they charge you for it LOL. I used to sell and buy on flea bay many years ago, what a waist of time that was, I ended up eventually closing my account and scrapping all my parts as it was not worth my time and aggravation. Scrap was 300 a ton then, steel was worth more as scrap than anyone would pay for it.

I see both sides of it, had several refuse to sell to me even when being shipped to the US just because the PayPal account is from Canada.
But i'd hate to be the guy that has to send heavy items to Zimbabwe or BoraBora. I like to say a set shipping rate to avoid having hundreds of idiots email with shipping cost questions to them even though they will never bid.

I have not sold much on ebay over the years but I've bought alot. Since I live in Europe, ebay is a great source for US car parts. Quite often I come across something I want to bid on but the seller states "US Only". Sometimes the seller will sell to me anyway based on my 100% positive ebay feedback for more than 10 years, but an easy way around this is to have the seller ship to a shipping forwarder in US and then I take care of it from there. I even bought my Mustang off ebay :)
Paypal usually works great too but again, this is from a buyers point of view.  ;D

When I list on eBay at the end of the  item description, I add that domestic and Canada shipping only,no international shipping,I refuse to deal with the hassle of customs and all the other bs.

6,000,000,000 lb gorilla more like it!

My intake adapter sold for 1500.00 but it ended up costing me 20% of that price in fee's etc

Listing fee
Selling fee
paypal fee
shipping fee

Total fee's were a whopping  $303.07 !!

It was nice to get the price and still better than other methods but WOW the cost involved in making a sale.

It simply would not let me list unless I offered out of country buyers.
In the end it went to another country but did not say where.

Many people dropped out of Ebay when they took away feed back, I dropped out at that point. Basically they want to choke out the small sellers and deal only with retailers. Craigslist seems to have picked up the slack as the site seems to have exploded over the past few years. Really in the end people will resort back to dealing over the phone or directly with sellers like I have. If I need something I just buy it directly from a seller and do not use pay pal or Ebay. I refuse to pay someone to pay for my purchase, that is what i have a card for and if something goes wrong they take care of it.
