As mentioned in the other thread I knew the top tank shouldn't feel warm as soon as I lit it and got it running.
I decided to inspect the thermostat. It was closed when installed.
It was stuck open by the internal seal. The old and new thermostat. The one stuck open cold is the Mr. Gasket Chinesium copy of the Robert Shaw thermostat.
