I run a 13 lb cap in my Mercury.  I can't speak to whether or not your system will support 18 psi or not.  Remember that extra 5 pounds of pressure is working on large surfaces of many dozens or even hundreds of square inches (expansion tank and rad tanks), and as such will generate many hundreds or even thousands of extra pounds of force.

Post an image of how you have it setup and how you are measuring.  Which journals have the highest runout?  Does the 0.0035" indicate a bend in the cam, or incorrectly machined individual journals?

The reason I ask is in my world, runout typically indicates an incorrectly machined or worn journal that is no longer on center (concentric) with the axis of the cam.  This is typically measured with the cam in a lathe or cam grinder that can hold the cam on center.  However, I have seen the term used to indicate cam bend as well, this is typically measured with the end journals supported on a set of v-blocks and dial indicator used to measure the center journals while it is spun by hand, see image below.

Cam bend can be fixed with a press, or believe it or not, a hammer and chisel.  Incorrectly machined or worn journals are a bit more difficult to repair.

Depending on the engine we are building (Large Diesels with a much longer camshaft than an FE), we do not allow more than 0.003" of bend or 0.003" of runout, so your cam would get pulled off line and sent to rework here.

We had a handfull of them when I managed the Testing Group at a ATV and Side-by-Side OEM.  Used them to jump start ATV's that had been sitting out for a few months, normally in the dead of a Northern Minnesota winter.  They worked well for that.  However, the packs never seemed to have enough oomph to light a frozen tow truck off though (Chebbie Dirtymax's).

One more thing to think about.  I converted my '62 Mercury Monterey (read: badge engineered Galaxie) to rack and pinion during the build because the OE steering gears and assist cylinder were trashed and rusted badly, and a complete system replacement was going to run into the thousands of dollars.  I also used the late 80's / Early 90's GM Cavalier / Sunfire power rack ($99 from Napa at the time) Heo mentioned.  I had to modify the steering column by adding a support bearing to the end of the tube.  I made my own tie rods, and fabbed the mounting plates.  I re-used the OE FoMoCo power steering pump, and had the local hydraulic shop make up custom lines.  FPA actually made (hopefully still makes) headers to work with this conversion, and that is what when onto the car. 

My only complaint is that I did lose some turning radius, not that a 19 ft long wagon had that tight of a tight turning radius to begin with.  Shortening the knuckle steering arms a bit would solve this problem.  That said, the car drives great, the steering is tight and very responsive.

I wish we would quit calling it AI.  It is very far from artificial intelligence, at best it is an extension of industrial machine control algorithms (PID control loops in particular) which date back to the 1920's.  The difference is that these programs are searching the internet at incredibly fast speed, compiling the relevant information (snippets of text strings that contain key words) from previously written documents and generating an output within the predefined error bounds.  The programs are unable to process context, which is why the articles seem so poorly written.

I think the vast majority of cam failures that you read about are caused by or are due to problems other than the cam itself.  Wrong valve spring rates, bad geometry, break-in oil, contamination, etc.  Most internet warrior engine builders don't know the first thing about root cause analysis and it is much easier to blame the cam manufacturer than get to the actual root cause (or admit you f-ed up to the whole wide world). 

I would not be afraid of any of the name brand cam manufacturers.  I have had good luck with Elgin, Howards, and Comp in a wide variety of engines.  However, do the math.  Just because Comp says to use Valve Spring XYZ, that may not be correct.  They have very general recommendations that are based on much better selling engine platforms than the FE (I.E. SBC, LS, Windsor V8, etc), that may have very different geometry considerations. 

On the other hand, I had Oregon Cam Grinders regrind the cam for my 7.3L IDIT (try getting Comp to make you a cam for that particular engine...).  They did a great job, and the cam works great, and the engine runs great with it.  I have no trouble recommending them.

Looking at their display at BTTF's, they are definitely not reman engines.  All new components, and prices to match.  Hopefully they have their processes and assembly procedures under control and can produce a quality product.

I bet those Ford 318-340-360 cylinder heads are rare as hen's teeth. 

It amazes me how these auction companies can miss on this stuff, especially with the instant access to the internet these days.

Keep your fuel clean, filters fresh, and air out of the fuel system.  The CP4 HP fuel pump is still the weak link on those motors, and it doesn't take much (just a little bit of water or DEF or air) loss in lubrication for them to put shavings into the fuel system, which can quickly lead to injector damage, melted cylinders, etc.  Keeping the pumps properly lubricated is absolutely critical to the pumps durability. 

There is a HUGE backlog for reman engines right now, primarily due to this reason.  We have been cranking them out for Diamond Advantage (Navistar's aftermarket engine / component division) for the past 6 months.  Hand-to-mouth.  As fast as we get core and new parts, they get remaned and go out the door.  CAT-Franklin (Ford's primary reman supplier) can't begin to keep up with demand. 

Most sources I have seen are claiming a 7% failure rate within the warranty period.  How much of that is due to contaminated fuel, improper maintenance, etc, who knows.

I am not much of a brand guy.  Normally I just go to my tire guy and say vehicle X needs new rubber, what do you have?  That said, I run 15" Hankooks on this not-so-little lady.  This set has 7 years and about 35,000 miles on them and have worn very evenly.  I chose Hankooks because they were one of only a couple manufacturers still making pinner whites.

The horsepower expectations are directly related to the thickness of your wallet.  I.E.  How fast do you want to spend???

EFI doesn't produce any extra horsepower, it is just a more efficient and arguably more precise and tunable way to introduce fuel to an engine.  Horsepower is directly determined by how much oxygen you can shove into an engine, and therefore how much fuel you can efficiently burn.  Tell us about the combination.  Compression ratio, induction (NA vs. Forced), cam profile, head flow, RPM range, etc.  Then we could offer up some expected performance numbers more precise than somewhere between 200 and 600.

Order the parts from multiple vendors, and cancel any open orders after the first set of parts arrive.  Of course, this can get expensive if you forget to cancel the orders.  I ended up with 3 sets of injectors for my 7.3IDI build last winter because I forgot to cancel a few orders.... >:(
