Per the Ford Parts book C3AF-12127-AB is a single point distributor from a 1963 full size Ford with 289 2 bbl with manual transmission and overdrive. That would make it seem the dual point is a conversion.

Defiantly some type of conversion.  Factory ones have no place for a vac advance unit. Aslso not the little short points and Frankenstein screws going out the side of the case, not factory piece . Neat conversion all the same .

Due to each set of points being strapped to separate terminal posts instead of to the same terminal post it could be for a dual coil system or it may be for 2 separate ignition systems like is common in Nascar type race cars.
