Is there someone who recurves, rebuilds distributors? Possibly in Washington state?

Well you can curve it yourself using a degree tape or marked balancer, tach , advance spring and weight kit and timing light.
Just modify the advance plate slot or make a limiter bushing and you good to go!
I do my own.

I would but I was hoping to have it ready for new engine being built... was also trying to figure out if I could use a duraspark cap on the 428...

There is a gentleman here, I believe his name is Farron Rhodes who does them.  I wouldn't do it yourself.  I was looking for his handle here and the old forum and for the life of me I can't remember it. Just post for the service. Likely he'll respond.

Wes Adams (in Oregon) is doing them now,   ford428cj@icloud.com

We have one with him, will be the first, so no experience with his distributor work yet, but I bet it'll be nice
