Newer engine with 500 miles what would cause this ?

Dirt of some kind. The finish  on the cyl wall looks horendus in the pic
Excluding the scratches

Is the scoring around the entire circumference of the bore or just in one location?
Is only one bore scored or are multiple cylinders scored?

Tried to clean up your image, it's way too blurry to get a good look at the details.

Certainly possible.  Once upon a time Sealed Power/ Speed-Pro used to have oil rails chrome plated and then micropolished/brushed.
Hastings aways made the cheapest possible rings and did not bother with at least half the production steps. 
They sold rings to PERs like Jasper for a dollar per cylinder & packaged them in brown paper lunch bags.
Nobody ever took those engines apart & nobody ever really cared.
As the industry changed many performance suppliers have gone to Hastings for rings and we get stuff like this.
Might function OK but not very damned pretty to see....

Not Barry, but a cell phone (iPhone or Android) should do. If you are having problems getting focus, put a small bit of tape on the cylinder wall to provide the contrast the camera needs.
