when using a hyd roller cam are the push rods usually shorter than non roller lifters?

Yes.
A lot of your hydraulic roller pushrod lengths for ball/ball pushrods come out at around 8.700-8.750". Of course this all depends on which rockers, how much the block has been cut, how much the heads have been cut, etc.

Mine are ball cup and 8.8 exactly

Just depends on which rockers you use.
Also, ball/cup pushrods are usually measured from end of ball to the bottom of the cup.

Yes and they can vary from lifter to lifter. Always measure. Many variables come into play...head surfacing, block decking, valve job depth and valve length, lifters, cam base circle...there is no way to know or "assume" that what someone else uses will work.
