We have a set of c4 g heads we are setting up for a 64 gal with a performer rpm cam and intake. Running 390 with d2 heads, rpm intake and cam. The d2 heads have stock springs. The c4 heads are fresh stock rebuild. Ordered springs from summit, they sent 5906. The exhaust spring is shorter than the intake, and is to be used with a rotator to offset the difference? I have never seen a rotator on any of my stuff. What are my options? Any help appreciated.

I wouldn't use a rotator, just shim the springs so they are the same. Sounds like you will have to shim the exhaust more than the intake. What are the spring specifications?

The uninstalled heights are 2.19 and 2.06. They are asking for a 1.82 intake and 1.68 installed height. Seat pressure 85-95.
