Rarely find FE parts around here so I thought I may buy these. Any ideas how they flow compared to Edelbrocks?

Those have been on CL over there for a long time. They are not 406 heads, but the standard 390 version of that casting number. They would be comperable to a C4AE-G 390 head, but nothing special.
Out of the box they would be nowhere near an Edelbrock head. With some work they can surpass a stock Ed head, but that work usually costs about what the new heads do.

I imagine the 390 block for $200 is a crap shoot too then. The guys name is Steve, and he claims he builds very good engines. I think I'll stay away from him.

Honestly it is a very common occurance with those heads. If you look them up in the books, they come back as a 406 head. But there are several heads with that same casting number, and from the pictures I could tell they were the 390 version. I can't say for sure, but its pretty likely he just doesn't know what he actually has.
