Title: Loud starter

HI I rebuilt  the 390 also new flex plate. When it cranks its really loud and the starter gear is stuck in flexplate. Replaced starter and flexplate same condition, i also tried shimming starter same thing. Anyone have thing problem before and what can be done .. It has a C6.

Is there a steel plate between the engine block and the bellhousing?  That steel plate is what aligns the starter by piloting the starter.  I am assuming you are working with a '64 or later assembly.  Earlier assemblies use a pull starter Bendix without a block plate.
