I remember  reading that the BBM 427 FE could be underbored to the 428 bore. I suppose for restoration purpose to reuse original  428CJ internal for a total purist. I imagine it could be underbored even more to replicate a 390 GT motor restoration. Again for the purist.

It would have been great for FE fans if Ford motorsports had produced a "sportsman" block for the FE like they did for the 351W.
I recall the 351W sportsman block was cast heavier while retaining 2 bolt main caps.
A 390 FE, 4.05 to 4.15 bore (thicker cast bores)- heavy duty 2 bolt mains and center oiling would have been popular - if cost was at 351W sportsman pricing.
Never had a replacement FE block of any kind that was low cost - or even approaching 351 or 460 block costs.

Cylinder heads are more and more available these days to make an easy 600+ HP.
Shame that we still have to use 50 year old worn out blocks underneath - somewhat dubious strength for 600+ HP.
Replacement blocks are all $5K++
