Title: hose on carb vent tubes

what is the reason or purpose of putting a hose from the front vent tube to the back tube,and does it help.

Fuel slosh.  Though if you keep your float levels in check it should not be a problem.   Though, like they use them in boats for controlling fuel if a float sticks.   They want the fuel to run down inside the engine instead of pouring over it and catching fire.  Could be either.

Like Larry said, for fuel slosh. Drag cars that pull wheel stands in particular, but even a brief hard launch can send some fuel out the vent tube and into the carb causing a stumble. Make sure if you use the hose you cut a couple small holes in the top so it can still vent. You can add the Holley bowl "whistles" too if your carb doesn't already have them.
