Another vote for a 780 vacuum secondary Holley 3310-1. I have ran them on 390s, 428s, and my 427 with 428 crank engine in my Fairmont. When I had the 428 in the Fairmont before, I tried a number of larger carbs (800&850 double pumpers, 950 HP, 830 annular, 950 &1050 "3 barrels", and a 1050 Dominator, they all ran in the low 10 second range, but none of them went any quicker than the 3310-1. That same 780 vac is the same carb that ran 9.9 ETs on my 427/454.
