Though that is indeed possible. My 64 Fairlane has just 3800 miles. It was driven by the original old woman owner until 74 then parked in the carport. A neighbor kid bought it when he turned 16 but never did a thing with it, never drove it. It was never even transferred into his name. It sat outdoors for ten years until he gave or sold it to a buddy and then it was in a barn with the windows down so rats got in and ate the interior up. It still was in the original owners name when I happened upon it in 1990 at that farm. It sure didn't look like a 3800 mile car, I assumed 103,800. But when taking it apart the tight ball joints, crosshatching in the 170's bores, clear green tranny and diff oil and the original brake shoes with 90% left made me contact the lady whose name was on the title. She drove it every day... and lived right in the town she never drove out of. Ten years at a mile a day... still needed a lot of work, besides cutting the towers for the High Riser.
There was a one owner 69 Mach1 that sat outdoors in the grass and rotted out bad, it was low miles.
