I have used 120 in-lb to torque the chain, and yes, it's the tensioner bolt. 

You need to roll the engine over a couple of revolutions and re-tension the chain to get it consistent.  If it doesn't settle at that point, something is wrong.

That value came from one of the Ford old-timers, as I recall, and it just looks and feels right.
