Somebody, somewhere is looking for that part.  That is the air door assembly for a shaker hood scoop package.  To the right person it might be worth a couple hundred bucks, I'd put it on ebay with a low starting price and see where it goes...

Looks like the Ram Air plate my 69 Cobra Fairlane had. Could be the same as a 69 Cyclone CJ or 69-70 Cougar with a 428CJ and Ram Air.
