You could not cut 0.015" off the bottom of anything.

Now as for my picture.
The dial is on the spring and measuring the actual push on the valve. So There. ::)

Edit:  The question. "That dimension helps determine what kind of spring you can put underneath it. "  Brent is referring to the 1.60 and 1.65
that I had shown. Please explain to all of those potential customers how you use that number to select the spring they need.

That was a 1.8:1 351C race rocker.   It was the first one I grabbed on the shelf.  Those calipers were the first ones I grabbed as well.   If you want me to measure it with my Brown & Sharpe mics and show you that it's a 1.6" length with greater precision, I can do that too.  ;)

The length can change due to the geometry that's desired and when you start moving dimensions around, you gain/lose, retainer/spring clearance as well.

Actual setup to measure a rocker sweep.
I run Ersons, they are marked 1.76 on the top. I don't get a full 1.76. And I know my way around a measuring stick.

Is the cheap vernier broken?
You are measuring a race rocker and it only reads 1.60.
The race rockers are 1.65.
Exactly how does this measurement tell you how much spring you can use?

They are 1.76:1 and the race rockers are available in different/custom ratios.  Of course there's a tolerance to everything, but I don't know where all this 1.6-1.65 stuff came from.

How would you know, you don't own a set so how would you have measured them.

Finally got around to contacting T&D.  They recommend their steel rockers for street use--an extra $500.
So I seen the "an extra $500".
Well I must look that up.
I go to the T&D Machine Products site. Love that spiderweb. ;)
They are not giving up the price there, but they do give out tech.
It say's that the stock type are 1.60 and the Blue Thunder Thor, 1-piece Stand    
1.650.
Is this true?
I have never measured a T&D rocker.
That's giving up a lot of cam if it is the case.
Most are measured at least 1.73 stock. ???

So I looked up the TKO.
It list's the 1.34 and 1.28 3rd.
The 1.34 would be the best split but that only comes in the 500?
By the time you have shifted to 3rd you have pumped "double pumped actually that's what a DP is ;)" the
carb three times in about 4 seconds.
That's a lot of fuel not burning.
The VS will "roll into" 3rd with less fuel but more likely a better burn.
You can slow the DP down quite a bit, but really is that what you want.
A lazy DP?
Me think's it's just a tad too much carb for the cam and purpose.  ;)

Not mention, you have overdrive. The only purpose of that is to save fuel.
And the VS will save way more fuel than the overdrive. ::)

Have you thought about switching to a VS carb?
Rolls in to the throttle better and all around better carb for "street use".
I think the VS with the modest 390 may be the way to go.

What did this engine come out of? A Mustang? I saw baby cammer and I thought about the 289 based and 302 based SOHC's.

A 1998 F150 4X4 Tow/Snowplow. It was having a temper tantrum it stopped turning. ;)
The actual failure was sludge. The oil was just getting too thick at the back of the cams and they seized.

I have it back in the truck now and I plan to refire it today with some luck. And yes it is snowing
and I'm putting the engine in the snowplow. ::)

Or are they just for casting date matcing guys?
If you had two C8 heads you would have a fair starting point.
The C7 head will have the smallest ports of any head you will find.
You could probably grind them out to be equal, but it will probably
be better to find another C8.

Your 60 Ft is suspension.
Work on the front for weight transfer and the best shocks you can afford.
And a good driver.
I'm not that good at shifting, but I can bs a good game. ;)
